Welcome to the Oklahoma Association of Tax Representatives website (OATR).  Approximately one fourth of all Oklahoma ad valorem taxes are paid by OATR member companies.

Mr. Will Presson is the former Chief Appraiser for Cooke County Appraisal District. He is a Senior Tax Consultant and a Certified General Appraiser in Texas and Oklahoma. He has 17 years experience in Property Tax Consulting. Over the years he has developed close relationships with appraisal districts and assessor’s offices in many states as well as appraisal firms such as Pritchard & Abbott, Inc., Thos. Y. Pickett & Co., Inc., Capitol Appraisal Group, Inc. and others.

Manager, Property Tax for ONEOK in Oklahoma City, OK.  He is responsible for all property tax matters for ONEOK.  His company is among the largest natural gas distributors in the United States and its energy services operation focuses primarily on marketing natural gas and related services throughout the U.S.   Marshall is a graduate of Oklahoma State University in Stillwater, OK.   He has worked as a Manager for ONEOK for seven years.  Prior to joining ONEOK Marshall worked for the Oklahoma Tax Commission, Ad Valorem Division for ten years.  Prior to joining the Oklahoma Tax Commission Marshall worked in Houston, TX for twenty years in commercial real estate.

Senior Analyst for Chesapeake Energy Corporation.  He is responsible for property tax matters for Chesapeake subsidiaries.  While in the U.S. Marine Corps and after being honorably discharged obtained his bachelors degree in Business Administation.  He has earned advanced certifications from the State of Oklahoma in property taxation.  Ricardo was employeed 10 years for the State of Oklahoma at three different agencies.  He served at the Oklahoma Tax Commssion for both the Motor Vehicle & Ad Valorem divisions, the Water Resources Board as a financial loan analyst, and Oklahoma Lottery as a financial reporting & budget accountant.
